Digital innovation for remote monitoring of rural roads in Peru

We highlight this valuable analysis published in 2023 by the IDB, which details how the CAPTUDATA digital tool enabled remote supervision of rural works during a critical period. Although the context has evolved, the lessons learned and technological solutions it proposes continue to add value to current projects.

In the context of subnational road infrastructure development in Peru, efficient and continuous monitoring of projects is a key challenge. While the National Road Network has seen significant progress, rural roads still have major gaps that affect access to basic services and limit local economic growth. In response to this need, a transformative technological solution has emerged: CAPTUDATA.

During the COVID-19 health emergency, many of the on-site inspections of construction projects were suspended, compromising technical supervision and schedule compliance. In response, the Inter-American Development Bank (IDB) implemented a digital tool developed by StartX Software Consulting to enable remote, real-time monitoring of financed infrastructure projects.

CAPTUDATA has been key in monitoring the Subnational Support Program (PATS), executed by PROVIAS Descentralizado (PVD) of the Ministry of Transportation and Communications. This program aims to improve 2,200 km of local roads, contributing to territorial integration and poverty reduction through better connectivity.

The tool allows for the georeferencing of works, the recording of progress with photos, videos, text, and audio, and access to updated data on the physical and financial status of projects. In addition, it incorporates GIS functionalities with KML files for accurate visualization of progress on the ground.

In its implementation, CAPTUDATA has covered eight road improvement projects totaling more than 137 km monitored remotely. In addition, it has trained more than 40 professionals from PVD and supervisory companies in its use, ensuring effective adoption of the technology.

This digital approach not only responds to a need arising from the pandemic, but also represents a structural evolution in the way public works are supervised, making the process more efficient, transparent, and accessible. Its integration into future IDB-financed projects promises to raise the standard of infrastructure monitoring in rural areas.
